all you have to do is make a sig or image and fall this screen shot:

then make it with thease settings:

to make the scan lines like the 1st sig. and

if you want it like the second sig. and if u want it any other way just mess with the settings and there you go!

If you want an render or text to blend in with the scan lines, just click on the layer like:

and do the same go to effexts > texture effects > then blinds and set the same settings you did for the sig and there yeah go!!
